In 1917, the American Anne Tracey Morgan settled near the French front in a recently evacuated German barracks, in the courtyard of the ruined castle of Blérancourt. She created the American Committee for Devastated Areas (CARD), using part of her inheritance of three million dollars and that of the American Fund for French Wounded (AFFW). This organization helping civilians caught up in the war has 350 women volunteers who provide various services.

The uniforms purchased privately as well as the insignias are in sky blue wool. They were worn by female ambulance drivers until 1921, when CARD was dissolved.
